It was that way ever since the Doctor let Rose treat a major historical figure like a character in a video game. It would have served 'em both right if that banishment came back to bite them (although, arguably, it did...)
School Reunion without shipper glasses is a fascinating essay in the Doctor's priorities because *every time he has to choose between companions* he defaults to Sarah Jane. Every time. He hands her the screwdriver. Whenver there's a group, I'm pretty sure he looks at SJ first. He invites Mickey on board over Rose's objections because she asks. (Although I find it more than a little nauseating that Rose has to remind the Doctor to think about inviting Sarah Jane back on!)
